Considering that our public system delivers service far better than the the US' private one, I don't think it's beyond possibility. It would really depend on the government not making a complete dog's breakfast of the public health system. Which we already depend on, quite frankly.
So in short while you'd have to be careful with it, a two-tiered system is not the boogeyman, despite what the Liberal Party of Canada would have you believe.
