1) What is your opinion of this character? If you like, explain why you like him/her. Likewise if you dislike the character.
He amuses me. That's about all the opinion I've got for him: he's got an amusing schtick, but I don't particularly care for him beyond that.
2) Is he/she important to the general plot?
Not really. I mean he played a role in Usopp's arc but that's about it.
Oh, and he dances with Fullbody, that's something, I guess.

No. And really, that's not what he's there for!

SO MUCH. TOO MUCH TO DESCRIBE.

No.

Well, just before Usopp shot him, I'd have put in a ten-page flashback detailing his angsty past and motivation, and then-
Oh, wait. THis isn't Bleach. Nevermind. No, nothing.

I'd probably give him a wide berth. Weird dude is WEIRD.

No.

I might mention him in passing if someone asked me to describe all of One Piece's crackiness, but otherwise no.

Irrationally so, actually. If the fanworks to screentime ration was any more out of whack, he'd be Boba Fett.
